Why the Council’s pathways matter
The Council provides trusted assessment pathways for internationally trained physiotherapists seeking to join the Australian profession. These pathways help employers identify candidates who have been assessed against the standards expected of an entry-level physiotherapist in Australia.
Each Council pathway is designed for internationally trained physiotherapists with different qualifications:
- Express FLYR is the most streamlined 4-week pathway for eligible physiotherapists from approved countries with comparable education, regulation and practice standards. This pathway includes Eligibility Assessment and Cultural Safety Training before receiving their Final Certificate.
- FLYR is another streamlined 3-month pathway for eligible candidates from selected countries and jurisdictions. It includes an Eligibility Assessment, Cultural Safety Training and a remote Written Assessment to confirm the candidate’s knowledge and readiness for Australian practice.
- Australian Physiotherapy Entry Pathway is the broadest 6 to 8 month pathway. It includes the Eligibility Assessment, Cultural Safety Training, Written Assessment, remote Capability Assessment and an in-person Clinical Workshop. Together, these stages assess the clinical reasoning, communication, safety, professionalism and practical skills required for entry-level physiotherapy practice in Australia.
Together, the three pathways give employers a trusted way to identify candidates ready to contribute safely and effectively in the workplace.
What to check before hiring
Before employing an international applicant, ask to see their Final Certificate from the Australian Physiotherapy Council. You can confirm this through checking Ahpra’s practitioner registry, their profile must include information about Final Certificate.

This is the clearest way to confirm they have completed the Council pathway and met the required Australian standards.
